FBI - Victims Services Division, Importance and Challenges of Returning Personal Effects
Personal effects may have immense value and significance to victims and to families of deceased victims as they may be the last things they touched or carried with them. These items often become tangible representations of memories and the lives lost. Personal effects management and return is something most Law enforcement agencies are not equipped to handle in the aftermath of a mass casualty event. There may also be legal requirements to preserve and return items not needed as evidence. There is help available. The FBI has assisted or managed the PE process following a number of mass casualty events involving relatively small numbers of victims to large scale events such as the Boston Marathon Bombing and the Las Vegas shooting. It is always done with great care and sensitivity.
